Yahoo Deutschland のニュース (Nachrichten) のページに、AFP配信の次のようなドイツ語の記事が掲載されている。

組閣のわずか１日後に、ギリシアの議会は今日再び解散するであろう。
Hintergrund ist die verfahrene Lage nach der Wahl vor zwei Wochen, die keine funktionsfähige Regierung der ins Parlament gewählten Parteien hervorbrachte.
背景は、２週間前の選挙の後の混乱した状況であり、その選挙は、議会に選出された諸政党のいかなる有効な統治をも生ぜしめなかった。
Die Griechen sind deshalb in gut einem Monat erneut zu einem Urnengang aufgerufen.
したがって、ギリシア国民は、１ヶ月ほどのうちに新たに投票を呼びかけられることになる。

　ギリシアの政局のの不安定さは、末期症状的なものを感じさせる。国の破綻も近いかも知れない。

英語で話しかける

　今週の後半は、ほとんどの中３生が奈良・京都へ修学旅行に出掛ける。
　今日出発した塾生の一人は、就学旅行先で外国人に話しかけるように中学の英語の先生に言われたそうである。

　だが、外国人が皆英語を話すとは限らない。実際、経由先のバンクーバー (カナダ) からロンドンへ向かった旅客機で小生が臨席したロシア人学生の集団には、英語を話せない者が多かった。(しかも、すこぶる身勝手で、他の乗客を無視してカードで遊びながら大声を出していた。)
　ヨーロッパ大陸では、ドイツ人には英語も話せる人が多かった。しかも、ドイツ人の発音は日本人にはとても聴き取りやすかった。フランス人やベルギー人は、英語を話さない人が多かった。

　尤も、日本へ観光に来られる欧米人の方は皆、或る程度英語を話せるのかも知れない。日本では英語さえ通じないのに、ドイツ語やフランス語、ましてやロシア語などが通じるはずもない。
　昨年末、小生が従兄弟夫婦との忘年会のために一泊した南千住の安宿にはフランス人の男性が宿泊していて、彼とは英語で会話をした。だが、発音は訛っていて、中学生たちが教科書対応CDで習うものとは全く違っていた。

　修学旅行で外国人に話し掛ける課題が出ていたその塾生は、外国人観光客と楽しく会話ができたようである。尤も、先方が日本語を話したケースもあったようだが。

猫ひろしの一件 (プノンペン・ポストの記事から)

　お笑いタレントの猫ひろしのオリンピック出場が却下されたとのことである。当事国のカンボジアのPhnom Penh Postでは大きくその記事がとり上げられているので、例によって冒頭の部分を紹介する。

　猫ひろしがオリンピックの代表になったやり方には、やはり納得が行かない。しかし、フルマラソンを２時間半で走るというのは、アマチュアとしては驚異的な記録である。また、記録を伸ばすために、猫ひろしは日々弛みなく努力をしている。── これも確かな事実である。
　スポーツマンらしく正々堂々と振る舞えというなら、嘗ての江川卓氏 (元巨人軍投手) の一件などは羞恥極まるものであった。しかも、読売新聞は、報道という手段を用いて倫理無視の巨人軍を全面的に支援したのである。(その後多年を経て、江川氏に関連する問題は、清武球団代表の解雇問題へと繋がった。)
　そうであるなら、猫氏にも一理あることになろう。
　
　だが、２時間30分という記録は、 トップ・アスリートとしては情けない記録である。それを猫氏自身がどう評価するかは自由であるが、一般的に見れば、オリンピックへは参加する意義しかもたないであろう。
　そうであるなら、実際には日本に住んでいる猫氏ではなく、本当のカンボジア人にオリンピックへ行って戴くのが妥当であろう。カンボジアの国民は政治的な悲劇 (ポルポト政権による大虐殺) を経験しているし、同国は現在でも最貧国に列せられている。そのことを忘れて「お笑い」(comedian) の乗りで全てを判断するのは、よくないことであろう。

　周知のように、フランスでは大統領の交替があった。多くの記事が、サルコジ氏 (Nicolas Sarkozy) の緊縮策への国民の不満や怒りを、政権交代の要因と論評している。

　緊縮財政と言えば我が日本では小泉政権の時代が代表的であるが、国民の生活は疲弊し、「不安定雇用」や「若者の就職難」、果ては「ネットカフェ難民」などの社会的問題が生まれた。年配の社会人も「リストラ」の名のもとに平然と首を切られ、市場にマネーが不足してる状況下でデフレも進行した。
　その当時小泉政権の財政政策に異論を唱えていたのが『年収300万円時代を生き抜く経済学』の著者の森永卓郎氏や、あの植草一秀氏であった。

　財政緊縮策は、経済の血液であるお金の流れを悪化させるものである。加えて言えば、既に形成された多額の負債は、簡単には返済され得ないものであろう。赤字体質になるには、なるだけの理由があるからである。財政支出の削減 (spending cut) を強行すれば景気は悪化し、街は失業者で溢れるであろう。(尤も、節約も程度問題である。ヨーロッパの財政が懸念される中、フランス人はカフェやレストランで惜しみなくお金を使っていた ── 昼間から。)
　財政赤字から脱却した実例はアメリカにあるが、それは、IT産業の成長による経済の好転が赤字体質からの脱却を可能ならしめたものである。

Not for justice, but for Election

　After one year from that sensational day, a French article reported Barack Obama who declared "the most important day" of his presidency was Bin Laden's death.
　Here I introduce and translate the title and several paragraphs from the article.

M. Obama, qui a effectué une visite éclair dans la nuit de mardi à mercredi en Afghanistan pour signer un accord de partenariat stratégique avec son homologue Hamid Karzaï et prononcer une allocution télévisée, a accordé la semaine dernière à NBC cet entretien consacré au raid contre le maître d'Al-Qaïda au Pakistan.

Mr. Obama, who made a flash-lighting visit to Afghanistan from the night of Tuesday to Wednesday in order to sign for a strategic partnership agreement with his companion Hamid Karzai and make a speech on TV, granted NBC to have an interview questioning about the attack to the don of al-Qaeda in Pakistan.

As a rare case, he permitted the TV station to enter the Situation Room of White House, where he had the official photograph taken that shows his team was petrified with the tension situated at the moment of attack.

Des adversaires républicains de M. Obama l'ont accusé de tenter de retirer un profit politique de ce raid, à six mois de la présidentielle, alors que l'équipe de campagne démocrate a diffusé vendredi une vidéo publicitaire sur le thème de l'élimination de Ben Laden.

Some of Republican adversaries of Mr. Obama have criticized him for intending to make a profit from the attack; it was six months to the Presidential election when the campaign members of Democrats broadcasted an advertising video for the theme of Bin Ladden's elimination (killing).

　Obviously, it is supposed to everybody that Barack Obama tried to make profit from the killing of Bin Laden. If so, it's not fair.
　But if he win the presidential election late this year, Obama will be congratulated with his "most important day".

　I think that one question has still remained: why Bin Laden was shot dead immediately?  Wasn't it possible to capture him alive?  An article published May 4, 2011 (AP source) pointed out a question: "a change in the official account that raised questions about whether the U.S. ever planned to capture the terrorist leader alive."

　Barack Obama is one of the laureates of Nobel Peace Prize. So did he order or admitt killing of Bin Laden for the peace? 
　Supposed no!  Muslims would never forget the "most important day", and another Bin Landen will surely emerge; this situation should be no good for the peaceful world. I have no doubt about it.

　As his words show, it has been the most important day for his current presidency, and also for the next. And for the next presidency, he has no choice but winning. So, I do conclude, Barack Obama killed Bin Laden not for justice or world peace but for his election!
　
　Of course, Obama did good things especially for the health care program, and his words in the Presidential Oath "all are equal, all are free, and all deserve a chance to pursue their full measure of happiness" have encouraged people in lower or lowest classes.
　Nevertheless, if he did it for the next election, he has no right being a Nobel Laureate...

オバマ氏への反対者である共和党員たちの一部は、── 民主党の [選挙] 運動部隊がビン・ラディン掃討をテーマにした宣伝用ビデオ金曜日に放映した時には大統領 [選] まで６ヶ月であり、── この襲撃から政治的利益を引き出そうとしたとして彼 [オバマ氏] を非難している。

　オバマ氏がビン・ラディンの問題を選挙のために利用したという見解には、小生も意を同じくする。もっとはっきり言えば、── 小生の判断するところでは、── オバマ氏は正義や平和のためにではなく、次期の大統領選挙のためにビン・ラディンの殺害に同意、もしくは殺害を命令したのである。この問題に関しては、以前にもブログに英文でUPした。
　次のブログで上記の仏文を英文に翻訳しながら、以前のブログに書いた小生自身の見解を英文で述べることにする。いずれにしても、ビン・ラディン殺害後のオバマ氏はノーベル平和賞受賞者には相応しくない、というのが小生の意見である。

　引用の仏文の最後の文において、Des adversaires républicains de M. Obama l'ont accusé …… のDes adversaires républicains の des は「部分冠詞」(article partitif) という冠詞である。よって、「共和党の反対者たちの一部」(冠詞＋名詞＋形容詞 ── フランス語ではこの語順) という意味になるが、日本語の意味をはっきりさせるために訳を変えた。

　なお、余談になるが、大学の受験生が「古文」や「漢文」に時間を費やしている現状を小生は憂いている。インターネットが世界中の言語で書かれた情報に繋がっている時代に、カビの生えたような学問を習得させる意味があろうか?
　「古文」や「漢文」の知識は、中学生までに学習するもので十分であろう。(それ以上については、大学で専攻した者が学習すればよいであろう｡)
　高校生には、第二外国語の初歩の履修を奨励したい。 ont も a も avoir (英語の have) の変化形であることを知れば、改めて英語の分りやすさも実感できるであろう。

スペインの銀行は「脆い」 (Washington Post のサイトより)

　スペインでは、── アメリカの銀行でも問題になった ── 銀行の不良貸付の問題がIMFによって指摘されている。
　今回紹介する記事は、Washington Post のウェブサイトに掲載されているものである。

スペインの銀行は「脆く」、公的支援を必要とするであろう、とIMFは述べている。

Spain, already struggling to contain its public debts, may need to pump more taxpayer money into its ailing banks to clear away tens of billions of dollars in bad real estate loans, the International Monetary Fund reported on Wednesday.

同国の金融システムを概観すると、広範な改革にも拘らずスペインの銀行部門は「脆いままである」、とIMFは述べた。破綻しつつある資産バブルの [負の] 遺産を迅速に一掃するために、そこ [スペインの銀行部門] はさらに多くの資本と方策を必要とする。

Spanish officials have shut down or forced the merger of most of the country’s “cajas” — the savings banks that lent heavily for real estate projects. But the level of bad loans continues to grow, and is now a $185 billion burden weighing on the capacity of banks to make loans to households and businesses.
スペインの当局者たちは、同国の「カジャ」──　不動産プロジェクトへ大量に貸出を行っている預金銀行 ── の大部分を閉鎖させたり吸収合併させたりしている。しかし、不良貸付の水準は増大し続け、住宅取得やビジネスへ貸付を行う銀行の肩には、今や1850億ドルが圧し掛かっている。

The ability of banks to absorb those losses on their own may be limited, the IMF said, and “greater reliance on public funding may be needed.”
銀行がそれらの損失を自身で吸収する能力は、限られているであろうから、「公的資金の拠出へ非常に大きく依存する必要があろう」と、IMFは述べた。

　用語について少し説明すると、"real estate" とは 「不動産」のことである。ちなみに、「不動産業者」は "realtor" とも呼ばれている。また、"billion" とは「10億」であり、thousand (1000)、million (100万)、billion (10億)、trillion (1兆) というように３桁毎に単位が設定されている。

　バブル(bubble) の問題について言えば、それは日本でも、アメリカでも経験された問題である。1990年当時のバブル真っ只中の日本では、不動産の価格が日に々々上昇し、学生がローンで高級車を購入し、飼い犬や (特に) 飼い猫までが「グルメな」食べ物をたべていた。だが、今では多くのサラリーマンが牛丼店の激安メニューや持参弁当を食べている。

　アメリカの場合には、言うまでもなく、サブプライム (Subprime) ローンが多くの不良貸付を生んだ。そして、無理な貸付によるバブルが崩壊した後には、リーマン・ブラザーズ (Lehman Brothers) の破産に端を発する金融危機が訪れた。ダウ(Dow Jones Industrial Average ── ダウ・ジーンズ工業株化平均) の数値について言えば、リアルタイム表示のサイトで数秒ごとにマウスをクリックすると、その度に大きく数値が下がった日もあった。
　リーマン破綻の影響は、当然、日本の家計にも (少なくとも心理的な) 影響を与えたはずである。例えば、リーマン破綻の年度の埼玉県の高校入試では、(学費の安い) 公立高校の競争率が軒並み上昇した。

　このように、「バブル」の崩壊は日本でもアメリカでも起こったが、金融の破綻には結び付かなかった。
　しかるに、本文の記事に書かれているように、ヨーロッパの１国で金融破綻のシナリオが現実化すれば、その連鎖的影響は計り知れないであろう。
